บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหา อุปสรรค ข้อคิดเห็น และข้อเสนอแนะจากการตรวจประเมินคุณภาพการศึกษาภายใน และนำผลการศึกษามาเป็นต้นแบบในการทำงานการประกันคุณภาพการศึกษาภายในอันนำไปสู่แนวปฏิบัติที่ดีของมหาวิทยาลัยเทคโนโลยีราชมงคลธัญบุรี โดยใช้แบบสอบถามแบบมีโครงสร้างแบบสอบถามออกเป็นเชิงคุณภาพ (Qualitative Research) และเชิงปริมาณ (Quantitative Research) และวิเคราะห์ผลโดยหาค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และวิเคราะห์เนื้อหา (Content Analysis) จากบุคลากรที่รับผิดชอบด้านการประกันคุณภาพของแต่ละตัวบ่งชี้ของระดับสถาบันที่เป็นตัวบ่งชี้กระบวนการ 9 หน่วยงาน
ผลการวิจัย พบว่า แนวปฏิบัติที่จะนำการประกันคุณภาพเพื่อเป็นต้นแบบในการทำงานการประกันคุณภาพการศึกษาภายในอันนำไปสู่แนวปฏิบัติที่ดี พบว่า ประเด็นที่มีคะแนนเฉลี่ยสูงสุด 3 ประเด็น คือ 1) ทุกคนในหน่วยงานต้องให้ความร่วมมือในการให้ข้อมูลในการทำงานการประกันคุณภาพการศึกษาภายใน 2) ผู้บริหารต้องให้การสนับสนุน และ 3) มีระบบการจัดเก็บข้อมูลด้านการประกันคุณภาพการศึกษาภายใน
สำหรับแนวปฏิบัติให้เกิดผลสัมฤทธิ์ในการประกันคุณภาพ พบว่าการทำงานประกันคุณภาพการศึกษาจะต้องได้รับความร่วมมือจากบุคลากรและผู้บริหาร โดยทำงานในรูปแบบคณะกรรมการ มีการแลกเปลี่ยนเรียนรู้และชี้แจงปัญหาอุปสรรคในการปฏิบัติงาน เพื่อร่วมแก้ไขปรับปรุงและพัฒนาการจัดทำแผนกำหนดเป้าหมายและตัวชี้วัดในการดำเนินงานการประกันคุณภาพการศึกษาภายใน มีการกำกับ ติดตามผลการดำเนินงาน รวมถึงการนำวงจรคุณภาพ PDCA มาใช้ เพื่อวางแผนการเก็บข้อมูลตามตัวบ่งชี้และรายงานหลักฐาน มีเพื่อให้ผลการดำเนินงานสมบูรณ์ ครบถ้วน และถูกต้องที่สุด
Abstract
The objective of this research is to study the problems, obstacles, comments and suggestions from internal quality assessment examination and will applied the result as a model for internal quality assurance of Rajamangala University of Technology Thanyaburi. These quality and quantitative questionnaire research were derived from individual person that responsible for quality assurance of nine departments in the university and were calculated for mean, standard deviation and content analysis.
The result showed that best model of internal quality assurance that will lead to good practice in the university must be comprise with three major topics. First one, everyone in the university should provide cooperation and share work information, quality assurance and internal education together. Second, the executive from each department must be supportive. Last one, high quality of system for storing quality assurance and internal education data.
To achieve high quality of assurance, it should work and cooperate together between the executive and everyone in the department as a committee. Exchanging and clarifying the obstacles during the process will improve and develop the preparation plans, goal and indicator in the operation, internal quality assurance, monitoring the performance. Also using PDCA quality circuits for plan data collection and reports will help and make this operation accurate and successful.
