บทคัดย่อ

การวิจัยครั้งนี้เป็นงานวิจัยเชิงปริมาณ มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการมีส่วนร่วมใน กระบวนการจัดทําแผนปฏิบัติราชการประจําปีของบุคลากรมหาวิทยาลัยเทคโนโลยีราชมงคลธัญบุรี 2) เปรียบเทียบปัจจจัยส่วนบุคคลของบุคลากรที่ส่งผลต่อการมีส่วนร่วมในกระบวนการจัดทําแผนปฏิบัติ ราชการของบุคลากรมหาวิทยาลัยเทคโนโลยีราชมงคลธัญบุรี และ 3) เสนอแนะแนวทางแก้ไขต่อการมี ส่วนร่วมในกระบวนการจัดทําแผนปฏิบัติราชการประจําปีตามความคิดเห็นของบุคลากรมหาวิทยาลัย เทคโนโลยีราชมงคลธัญบุรี

กล่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ บุคลากรมหาวิทยาลัยเทคโนโลยีราชมงคลธัญบุรี ประกอบด้วยบุคลากรสายวิชาการและสายสนับสนุนทุกระดับ จํานวน 338 คน โดยใช้แบบสอบถามเป็น เครื่องมือในการเก็บรวบรวมข้อมูล ซึ่งผ่านการตรวจสอบคุณภาพเครื่องมือด้วยการหาค่าความเชื่อมั่น (Reliability) โดยใช้สัมประสิทธิ์แอลฟาของครอนบาค (Cronbach’s Alpha) ได้ค่าความเชื่อมั่นทั้งฉบับ เท่ากับ 0.97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ สถิติเชิงพรรณนา ประกอบด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และสถิติเชิงอนุมาน ประกอบด้วย การทดสอบค่าที (Independent Sample t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA/F-test) โดยกําหนด นัยสําคัญทางสถิติที่ระดับ .05

ผลการวิจัยพบว่า 1) ระดับการมีส่วนร่วมบุคลากรมีส่วนร่วมในกระบวนการจัดทําแผนปฏิบัติ ราชการประจําปีโดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่าด้านการประเมินผลมีค่าเฉลี่ย สูงสุด (x̄= 3.83) รองลงมาคือด้านการรับผลประโยชน์ (x̄= 3.82) ด้านการดําเนินงาน (x̄= 3.63) และ ด้านการตัดสินใจมีค่าเฉลี่ยต่ําสุด (x̄= 3.49) ตามลําดับ 2) การเปรียบเทียบปัจจจัยส่วนบุคคล เพศมีผลต่อการมีส่วนร่วมเฉพาะด้านการตัดสินใจและด้านการประเมินผล อย่างมีนัยสําคัญทางสถิติที่ ระดับ .05 ส่วนประเภทบุคลากร ระดับการศึกษา ลักษณะงานที่ปฏิบัติ และรายได้ มีผลต่อการมี ส่วนร่วมในทุกด้านอย่างมีนัยสําคัญทางสถิติที่ระดับ .05 โดยบุคลากรสายวิชาการ ผู้มีระดับการศึกษาสูง ผู้ปฏิบัติงานด้านแผนยุทธศาสตร์และงบประมาณ และผู้มีรายได้สูง มีส่วนร่วมในระดับสูงกว่ากลุ่มอื่น ในขณะที่อายุงานมีผลต่อการมีส่วนร่วมเฉพาะด้านการรับผลประโยชน์เท่านั้น 3) แนวทางแก้ไขและ ข้อเสนอแนะ ผลการวิจัยสามารถนําไปประยุกต์ใช้ในการยกระดับการมีส่วนร่วมในกระบวนการจัดทํา แผนปฏิบัติราชการประจําปีของมหาวิทยาลัยเทคโนโลยีราชมงคลธัญบุรี โดยควรมีการกระจายอํานาจ การบริหารเพื่อลดการกระจุกตัวของงาน กําหนดแผนจากล่างขึ้นบน (Bottom-up Planning) และ พัฒนารูปแบบการวัดผลที่ยืดหยุ่นและทันสมัย เพื่อส่งเสริมการมีส่วนร่วมของบุคลากรทุกระดับให้ ครอบคลุมและมีประสิทธิภาพยิ่งขึ้น


ABSTRACT

This research was a quantitative study with three objectives: 1) to examine the level of participation of personnel at Rajamangala University of Technology Thanyaburi in the annual action plan formulation process, 2) to compare personal factors affecting personnel’s participation in the annual action plan formulation process at Rajamangala University of Technology Thanyaburi, and 3) to propose guidelines for improving participation in the annual action plan formulation process based on the opinions of personnel at Rajamangala University of Technology Thanyaburi.

The sample consisted of 338 personnel at Rajamangala University of Technology Thanyaburi, including academic and support staff at all levels. Data were collected using a questionnaire, the quality of which was verified through a reliability analysis using Cronbach’s Alpha coefficient, yielding an overall reliability value of 0.97, indicating a very high level of reliability. The statistics used for data analysis included descriptive statistics (frequency, percentage, mean, and standard deviation) and inferential statistics, comprising the Independent Sample t-test and One-Way ANOVA (F-test), with a statistical significance level set at .05.

The research found that1) Level of participation Overall, personnel participation in the annual action plan formulation process was at a high level. When considered by aspect, the evaluation aspect had the highest mean score (x̄= 3.83), followed by the benefit-receiving aspect (x̄= 3.82), the implementation aspect (x̄= 3.63), and the decision-making aspect, which had the lowest mean score (x̄= 3.49), respectively. 2) Comparison of personal factors: Gender significantly affected participation only in the decision-making and evaluation aspects, at the .05 level of statistical significance. Personnel type, educational level, nature of work, and income significantly affected participation in all aspects at the .05 level. Academic personnel, those with higher education levels, those working in strategic planning and budgeting, and those with higher incomes showed higher levels of participation than other groups, while length of service affected participation only in the benefit-receiving aspect. 3)Recommendations The findings can be applied to enhance personnel participation in the annual action plan formulation process at Rajamangala University of Technology Thanyaburi by decentralizing administrative authority to reduce the concentration of workload, adopting bottom-up planning, and developing flexible and modern evaluation methods, in order to promote more comprehensive and effective participation among personnel at all levels.
